photo of Shirley G. CarterShirley G. Carter, a member of the Washington, DC Chapter, was the first African-American female elected to the Society Board of Directors. She was an STC member since 1976. After serving as Region 3 Director-Sponsor from 1979 to 1982, Ms. Carter was an Assistant to the President for Member Programs until 1984. Ms. Carter was instrumental in the Metro Baltimore Chapter's formation, which was chartered during her term. Ms. Carter was responsible for the publication of one of the STC anthology series, Word Processing and Automated Publications Systems. Ms. Carter worked for the General Services Administration as a management analyst in the Office of Information Resources Management. She was a part-time instructor at the Graduate School of the U.S. Department of Agriculture. She continued to be active in STC until her death. Shirley G. Carter died on July 16, 1986.

Shirley Carter was also a member of the Association of Information Systems Professionals, the Federal Word Processing Council, the National Association for Government Communicators, and the USDA Graduate School, Subcommittee Writing and Editing.

The Scholarship Fund

photo of Shirley G. Carter and Austin T. BrownThe scholarship fund began in 1991 with a seed grant from the Society of $2000. The scholarship was a living memorial to Shirley G. Carter and made it possible for us to expand our scholarship offerings to the college and post-graduate levels while we continue our long-standing Austin T. Brown Technical Communication Scholarship at the high school level. The scholarship committee was managed by Paula Hollingsworth, a past president of the chapter.

Scholarship Awards

When possible, the chapter awards scholarships of $1,500 to an undergraduate student and $1,500 to a graduate student. The scholarships are intended to further the education of individuals who may, upon graduation, make contributions to the technical communication profession in Maryland, DC, or Virginia.

Current Status

The college-level scholarship program was inactive for some time because the self-perpetuating aspect of this fund did not materialize for various reasons. We began a fund-raising campaign in 2001 to rejuvenate the Shirley G. Carter Memorial Scholarship and increase funds for the Austin T. Brown Technical Communication Scholarship. Grant requests from the Society were approved to replenish the funds and we began the new scholarship program for the 2002-2003 school year.

There is no Education Committee Manager this year, so the chapter is unable to offer a scholarship award this year.

The Society for Technical Communication

The Society for Technical Communication (STC) is a Section 501(c)(3) not-for-profit educational, scientific, and charitable organization dedicated to furthering the art of communicating technical information and promoting the education, improvement, and advancement of its members. STC is the world's largest professional organization serving the technical communication profession. STC is over 54 years old, with 160 chapters, 20 SIGs, and 18,000 members worldwide.

The Washington, DC Chapter (WDC), the Capital Chapter, is one of the largest in the Society with over 600 members. Our members are employed by private firms, government agencies, and academic institutions, or work as consultants. They share their expertise with the community and with newcomers to the technical communication field in many ways.

Members of STC communicate in many ways. They are writers, editors, teachers, publishers, graphic artists, designers, researchers, producers and presenters of audiovisual materials, and marketing specialists. Their level of knowledge and experience ranges from that of college students to renowned experts. Equal numbers of men and women are STC members.
